Ok this is totally off the top of my head but it works if you work it so keep coming back.
Nuclear Fission Electrical Generation (to power the particle acceerators)
Ring Particle Accelerator (to gain momentum)
Linear Particle Accelerator (to give final trajectories)
Bounce Pad at rear of rocket that hits the inversely vectored particle fuel (fuel dense alloy; pad elastic alloy)
Strike Pad at front of rocket that that collects any momentum not ganed on bounce pad (pad non brittle dense alloy)
Note: the fuel must contain more mass more mass then the rest of the ship entirely
Note: with fission matter is lost to gain energy FASST

How many scientists at CERN does is take to screw in a light bulb?

Depends on the size of the lightbulb, but they have a 24/7 press officer available tlet the world know when they are fnally finished!
