I was thinking Ambulance could be fitted with a another layer of platform with wheels.In case of heavy traffic (where the cars ahead cannot give way to the ambulance) the platform lifts the ambulance in such a way that the ambulance can pass through the vehicles ahead once the road is clear the platform lowers the ambulance and it can travel without any blocks no matter if there is heavy traffic.
