Why aren't The Post Office tackling thieving scumbags?

I had another letter today that had been opened in transit and a document taken out, this time my P60 tax form. This sort of thing happens all the time in my area of London, normally with bank statements etc., and the only common denominator with my stolen post is between it arriving at my local sorting office and getting to my door.
So once again I'll be on the telephone to the Post Office tomorrow to lodge a complaint, and I already know that they'll be as disinterested as they've been every other time. Why don't they care that they've been infiltrated by criminals and do something about it?
I'm gradually cutting out postal services entirely because of their lax response. Don't they understand that if everyone does this they're all out of a job?
