They make special enzymes to put in septic tanks that help to dissolve solid waste and tp. Maybe the solution would be a slow dissolving tablet that releases these enzymes that you put into the water tank of the toilet, like 1,000 flushes does. each flush would contain the enzymes and if tp did cause aclog, after a short time it would naturally dissolve
