If you can keep the pets on a short leash or lock down the stretch kind then you can buckle your pet's leash right to the seat buckle that you would use and you could safely drive without a chance that the pet would obstruct your driving or jump out an open window. Just have one end on the animal's collar and have a standard car seat buckle attachment on the other end. With the buckle possibly detachable to return the leash to a standard leash again.

i dont know if you have them in the pet stores where you live but i have seen many different pet seatbelts in the pet stores up here in the great white north.
