A device that could contact every cell phone in an area in case of dire emergency. This could be used as part of an early warning system in case of an approaching tornado or tsunami or similar event. Also it could be used as a way to help find victims of a disaster perhaps by allowing searchers to 'ring' a phone to locate a person and maybe use a gps also. It would have to have the ability to work on all phones on all networks.
