There is really 3 parts to this idea:
1) An Open-source network "repository" of educational content (raw data). Maybe make it SCORM compliant, I don't know. The idea is to have a dynamic, searchable, decentralised database (like gnutella, kazaa, and other file-sharing protocols) specifically tailored to educational use.

2) A set of standards (XML schemas?) and APIs for creating applications which interact with that repository.

I wrote the other one, but I decided that it should be it's own "idea". I forgot to include it here, though. Oops.

However, here it is:

An MMORPG for education.

The basic idea is this:

A user logs on to a game (or installs a game, whatever).

The user plays an educational game. The game could be a math game, a history game, doensn't matter. What DOES matter is that the interface for the game is independent from the actual learning objects, making each it's own separate entity. The standards that I was talking about would ensure that they are all compatible.

The point is, anybody could add to or edit and improve the repository, much like how existing CVS repositories work. Also, anyone could create the interface (game) for the repository. Everything would work play together nicely because of the XML standards set up.

The user could also have his own profile in a users database, which would serve as the long-term data storage needed for RPGs. (like XP, MP, GP, ect...)
