I propose a solar cell car with several panels that can be angled toward the sun for maimum exposure. Like main roof with smaler adjustment and with side panels that can tilt up above roof or down on the other side. Even front and back panels with adjustments could maximise exposure whithout causing too much wind resistance.

On a satellite or a static collector the orienting mechanism has to contend only with the earth's rotation. Unfortunately a car is changing orientation all the time except when stationary. The control system will go haywire with the panels flapping madly to keep pace with the changes.
