This is a simple idea. Require all license plates to have an RFID chip stuck to them and then give banks the equipment to record any chips that come within 100 yards of them. This will give the police a clue to go on if the robber parks his car near the bank. If he steals a car first to get around this, the recording equipment could sound an alarm when it picked up any responses that come from cars reported stolen. It he took the chip off of the license plate the recording equipment could sound an alarm when it picked up any moving object without a chip present (a modified radar gun could easily do this). If the robber stole a license plate right before the robbery and stuck it on his car he could be stopped just by requiring two chips per car, one on the license and one the owner could hide inside. Any car that didn't have the same ID coming from both chips would set off an alarm by the recording equipment. The chips are used as anti-theft devices already in a lot of stores so the concept is all that radical. There are more variations you could add but the bottom line is that once the system was successful it would force a bank robber to do a hundred yard dash if he wanted to safely make it to his getaway car.
