Mace alone, when used to defend yourself, can eith have no effect or it wears off.
If the Mace spray was in an instant dry glue form it would never wear off and you could get the mace to stay on the criminal and even temporarily bind them.
They would need someone else to help unstick them and they would be permanently disabled in the mean while.
Total protection until you can call or get hepl from someone or the police.
Who cares if the criminal can't get loose since, they deserve it. They would suffer from the mace and make a scene that would call help directly to you.

The problem with a dry glue spray is that it could not only permanently blind people, but actually kill them when inhaled. That would turn a self defense spray into a dangerous weapon.
