If breaking of law is a crime then promotion of crime is a crime of crimes. If law holders promote crime for bribe or other motives then there should be even harsher punishment for them so that criminals do not enter legal system with wrong motives. And higher the responsibility of an officer greater the punishment so that wrong people do not go for promotion.
