Refugee Safe Haven

Let's face it, refugees get treated like absolute crap and they are fleeing death and torture.
My idea is that the United Nations should have a resolution to set aside an island or a piece of property that is basically a safe haven for anybody and everybody. All Refugees can be transported their or go their and be granted immediate statehood and residence with access to the new currency and jobs and education and everything else.
Now I am not talking about detention centres Im talking about full citizenship.
I shutter to think at the magnitude of the city that such a scheme would produce but then again that's clear reflection of the state of world we live in.
