capillar lift solar water mill

What if it was very cheap to create capillar lift that would raise to high altitude and the tips of capillar pipe was exposed to solar heat which would extract the water from the capillar pipes... then the water was poured down a watermill back to feed the capillar pipes so the input water is pre-heated.
