cloud electricity

I heard that when a thunder cloud passes over ground a "shadow" of charge opposite the charge of cloud follows the strom. Well, it's allways a nifty idea to try to reverse the process. What if you could produce a large enough insulated electric charge and move it. You'd create the charge with something like a tesla coil with all those brushes collecting charge on an object, then you insulate it with whatever material you have available and then you move it under a cloud therby... I don't know. What would happen?
