How do I go about building an led light

module? Something like a cop's emergency light.?
I'm wanting to build some led lights for my truck. It requires figuring up what resistors I need and I don't know how to do that. I'm not stupid but I'm not a electronic whizard though either. I need someone to explain it to me or suggest another route of learning.
