Pharmaceutical Idea

I am not sure if this is the right place to ask these questions so forgive me if I am using the wrong forum.
I have an idea but do not know exactly how to pursue. There is this over the counter drug/medicine that used for one medical purpose (problem #1). But that OTC drug alleviates another problem (problem #2). I would like to market that drug as way to treat problem #2. FYI, problem #2 is merely cosmetic.
How would an experienced inventor/person go about this? I would appreciate any help. Thanks.
