This is a theory I've had running through my mind for a long time now. Now imagine standing on an insulated platform with your hand on a static electricity generator. In your other hand you hold a glass sphere of about 4" diameter. You and the sphere have a collective charge of thousands of volts. What happens when you throw the sphere to someone who is grounded? Does the ball carry a portion of the charge? If so, how much of the charge does it carry? Does the air passing over the sphere "strip" the charge off of it?

This leads my mind to the thought of non-lethal weapons... static grenades?
