hollow cylinders are are stronger against buckling when loaded axially in compression compared to a solid cylinder of the same diameter. but a bolt is almost never loaded in compression, when u tighten a bolt, u apply tension and torque. in tension a solid bolt is stronger, and also when you apply a sheer stress to the bold, the thicker it is (solid) the stronger it is.
