Today's cars can measure outside temperatures and they can also detect precipitation or snow. In these conditions, the windshield wipers will automatically raise off of the windshield by 10mm. This keeps them from freezing to the windshield when parked.

Joe, I lived in Colorado and what usually happens is that the first snow to hit melts on the windshield and eventually freezes to the wiper to the windshield. If the wiper is elevated by the time the snow reaches it it's just snow and the wiper would be able to move freely. Another advantage is if the wiper is stuck the leading edge gets damaged when the driver attempts to free it. This causes streaking.

Maybe 10mm isn't enough. Testing would need to confirm but regardless some distance will alleviate the problem all together.

Car manufacturers could offer additional protection by placing the wipers rest location under a cowling.
