Any vehicle no matter what the size will exert the same amount of forward pressure, say travelling at 30mph.

Say this vehicle hits a ramp in the road, the ramp is held upright by pistons in a hydraulic fluid. If it's hit at 30mph or any force lower than 30mph, the piston glides into the fluid and the car travels smoothly over the ramp. But if the car is travelling at 50mph the force is too strong and the pistons can't retract in time, this results in the ramp staying upright and the car getting a severe jolt.

Imagine all the cars on the road obeying speed limits (ambulances could even have a remote radio device to deactive the ramp).

Imagine saving a single life

Single-track vehicles (motorcycles/motorscooters) will produce LESS force than dual-track vehicles. My Yamaha YP400 has only 104mm (4.1") of rear-wheel suspension travel so this device could buck a scooter rider into the air!

Since this is the SciFi channel -- how about a Speed Trap that shunts speeders into a Statis Field Carpark beside the road where that vehicle is 'delayed' for a period of one hour for EVERY 10mph that they are over the limit? ;-7
