This idea is probably most useful in crime solving. The idea is to have a cell phone that sends my location to my set up account like email.(obviously the feature can be disabled by the owner for privacy) and when needed to track me, the information can be called in by cops to locate me.

Technically this can already be done, the reason it isn't is because privacy groups and many citizens would be outraged (and rightly so). Last but not lest, if a bank robber could turn the feature off for more "privacy" it wouldn't work in the first place.
