How about, at the bottom of the elevator shaft you place springs or something rubbery that, in case the cable fails, when the elevator hits the bottom, the fall is dampened. This could be dimensioned so that up to a given weight, the deacceleration would be non-injuring.
Might be on the expensive side tough, I don't know. I would guess it requires a lot of space too. You'd also bounce up and down for a bit, but that's better than dying, eh? Could be quite fun actually, you'd be weightless at the top of the bounce... Hm, maybe this would work better as an amusementpark ride?
