red bull stratos reached 38,000+ feet, almost two fifths of what was required to win the anzari x price using only helium, no?
if a space faring craft piggy backed on a jet plane and loaded things like fuel, supplies or maybe even passengers from a high altitude balloon(s), i figure it'd save a load of money, getting to space on the cheap
a space elevator is not practical until materials science builds a tether strong enough, but maybe today's tethers could work on a balloon?
or maybe there is some other way of making this practical, i dunno
